Job Summary
Executes complex calculations and provides technical support in the Retirement Office that is essential to the efficient and effective operation of the department, meeting the needs of active and retired city and school department employees.
Duties & Responsibilities
- Prepares and computes monthly retirement payrolls including all related deductions (i.e. health insurance, Federal and State taxes, Union dues, etc.), additions, deletions, and adjusting entries for final approval by the Pension Administrator.
- Prepares and computes withdrawals and Option IVs respectively for final approval by Pension Administrator.
- Prepares and calculates loan applications, including determining active member eligibility.
- Prepares and calculates estimates, all retirement claims, and actuary computation for final approval by Pension Administrator and calculates deficiencies.
- Prepares and calculates all purchases of credited service for final approval by Pension Administrator.
- Reconciles the Annuity-Savings and the loan reports, respectively, on a weekly, monthly, and/or annual basis and prepares additions, deletions, and adjusting entries where necessary.
- Provides the actuary with financial and statistical information/data necessary to complete the Annual Report.
- Researches and supplies data to Consulting Firm regarding the annual pension plan valuation, as requested.
- Compiles and provides medical data for every Accidental Disability Applicant and coordinates information with various City Departments.
- Calculates and implements multi-level COLAs.
- Performs administrative duties including, but not limited to, verification of daily obituary notices, maintenance of all status changes, preparation of monthly agenda for Retirement Board meetings, and scheduling of all doctors’ appointments for disabilities, etc.
- Performs various clerical duties including, but not limited to, typing, filing, copying, mailing, front counter assistance, and payroll as requested by the Pension Administrator.
- Performs all other related duties as assigned.
Minimum Qualifications
- High school graduate or equivalent.
- Seven years of clerical and customer service experience is required; experience in bookkeeping, payroll, and/or accounting is preferred. Experience with mathematical concepts and calculations is required.
- Knowledge of Excel or similar spreadsheet software at a level necessary to create simple formulas and collate data for useful analysis.
- Knowledge of word processing, email, and calendar software commonly used in office environments.
- High level of customer service skills necessary to help clients navigate complex pension options and issues.
- Ability to compose, proof read, and edit letters, documents, and forms utilized in a professional setting.
- Ability to communicate in person and over the phone in a friendly, clear, and concise manner.
- Ability to efficiently and effectively navigate the City’s human resources database system.
- Must be able to perform all essential functions of the job.
Training Requirements
Upon Appointment:
- Completion of Advanced Access, Outlook, Excel, Word and Acrobat Adobe within six (6) months
- Ability to gain a working knowledge of departmental technology and database systems through on-the-job usage and training within six (6) months
- Complete required Notary Public training within six (6) months
- Complete Rhode Island Attorney General’s Open Government Summit within one (1) year of appointment
- Customer Service Training
- Sexual Harassment, Sensitivity, and Diversity Training.
Sustainment:
- Periodic training to maintain proficient in department technology and database systems.
- Participation in customer service training every 24 months
- Periodic training to keep current with regulations, laws and ordinances pertaining to Retirement Benefits from the Employees” Retirement System of the City of Providence and other Retiree benefits. Periodic training in ethics, diversity/sensitivity, procurement, payroll practices, workplace safety and other professional development to ensure high performance and value-driven operations
The term “limited” means that the successful candidate will perform the job for an undetermined length of time. The position may or may not become permanent.
