Job Summary

The Project Engineer reports to up-line senior engineering personnel and performs a wide variety of water utility related engineering work for the Providence Water Supply Board (PWSB); performs other related duties as assigned.  

Duties & Responsibilities

  1. Under the oversight and direction of senior engineering staff performs complex engineering work related to all technical and administrative areas of the water supply system including the source of supply, water treatment facilities, transmission and distribution system, water quality, new water supply connections, hydraulic modeling, service area expansions and engineering office and record-keeping processes.
  2. Conducts engineering analyses and facility condition assessments to identify and prioritize needed improvements to the system.
  3. Assists senior engineering staff in the planning, design, development, and construction contract procurement process for capital improvement and infrastructure replacement projects.
  4. Under the oversight of senior engineering personnel, participates in the management of capital improvement and infrastructure replacement project implementation, construction, progress meeting, quality control and closeout.
  5. Coordinates and conducts community outreach meetings for the Water Main Rehabilitation (WMR) Program.
  6. Under the oversight of senior engineering personnel, prepares flushing sequences for Unidirectional Flushing (UDF) Program. Manages and analyzes UDF production and water quality data and uses data to prioritize future UDF and WMR work.
  7. Conducts water quality data analyses.
  8. Provides technical assistance, advice, guidance to the Water Quality Coordinators and Supervisor(s).
  9. Provides technical assistance, advice, and supervisory oversight and guidance related to Providence Water’s Lead Service Line Replacement Program including, but not limited to asset management, loan program, and coordination with WMR projects.
  10. Provides technical assistance, advice and supervisory oversight and guidance related to Providence Water’s lead sampling program.
  11. Conducts special studies and analyses, coordinates and manages consultant/contractor support services as needed. Prepares and reviews study reports/conclusions.
  12. Prepares reports on projects and studies as required.
  13. Assist in the management of utility engineering records including water distribution maps, land records, facility record plans, asset records and reports.
  14. Under the direction of senior engineering staff assigns, and supervises the work assignments of subordinate employees; monitors progress of work and provides review for completeness and compliance with accepted engineering practices and techniques.
  15. Reviews and processes consultant invoicing for accuracy and completeness.
  16. Provides technical direction and advice to staff; provides technical expertise and assistance to other divisions within the water utility system.
  17. Performs other related duties as assigned.

Minimum Qualifications

  1. Bachelor’s degree from an accredited college or university in Civil/Environmental Engineering.
  2. Minimum of three (3) years of engineering experience in the water works field, or a combination of fields of engineering practice applicable to water utility engineering.
  3. A State of Rhode Island Registered Professional Engineer (PE) License or Engineer In-Training (EIT) Certification is preferred.
  4. Thorough knowledge of the principles and practices of engineering as it relates to the supply of drinking water. Experience with lead service line replacement programs, unidirectional flushing, and hydraulic modeling preferred.
  5. Ability to read and interpret complex engineering plans and specifications.
  6. Training, experience and demonstrated ability in the use of AutoCAD and GIS for the preparation of technical designs and drawings.
  7. Experience and proficiency in the use of word processing and spreadsheet analysis software.
  8. Excellent verbal and written communications skills.
  9. Must be able to perform all essential functions of the job.
