Job Summary

Under supervision of a program manager designated by the Community Development Director and/or Associate Director, performs professional technical procedures and activities relating to the identification and evaluation of hazardous exposures to lead and other homes hazards that impact resident health; provides support services for all residential and commercial rehabilitation and new construction activities undertaken by the Department; licensed professional who shall maintain current certifications and licensing as required by the Rhode Island Department of Health rules and other federal and state regulatory agencies necessary to perform the responsibilities of this position; writes reports and makes recommendations for lead and healthy homes hazard controls, programs, and procedures.

Duties & Responsibilities

  1.  Responsible for providing technical support and developing accurate and complete project status and other field reports for the Department of Planning and Development’s lead hazard reduction and healthy homes efforts.
  2. Performs comprehensive, directed, or limited directed lead and healthy housing inspections according to all City, State, HUD, and OSHA guidelines and regulations.
  3. Performs comprehensive lead and healthy housing inspections for residential houses, day care centers, shelters, schools, or any structure that may house or board children where environmental hazardous conditions may exist.
  4. Performs lead and healthy housing inspections at the homes of significantly lead poisoned children and other eligible applicants to the Department of Planning and Development’s lead hazard remediation programs.
  5. Collects paint chips, soil and/or water samples and other samples appropriate to the detection of lead or other hazardous agents.
  6. Exercises professional judgment in handling or directing the handling of samples following all State and Federal regulations and guidelines; performs necessary calculations to properly convert analytical results to meaningful exposure measures.
  7. Exercises professional judgment in deciding whether information collected during inspections and assessments constitutes violations of State and Federal environmental regulations.
  8. Recommends specific control measures such as training programs, personal protective equipment, work practice modifications, control ventilation, product substitution, and other measures to bring hazardous exposures and conditions within state and federal limits.
  9. Prepares appropriate regulatory correspondence and technical reports based on inspection and survey activities describing activities involved and outlining results of any testing performed; suggests appropriate abatement or hazard reduction measures and requiring a reasonable abatement or hazard reduction schedule.
  10. Maintains appropriate records of activities and follows up on violations to ensure corrective actions have been taken.
  11. Reviews assignments or inspections for conformance with regulatory requirements, technical plans, and material submitted by applicants for various licenses to perform hazardous operations.
  12. Completes all necessary clearance inspections in accordance with State and Federal HUD clearance regulations.
  13. Develops lead hazard reduction and healthy housing work plans and specifications; oversees lead hazard reduction and healthy housing projects through completion.
  14. Utilizes Department computer or specially provided computer system for completion of duties and compilation of reports, record keeping, and specification writing.
  15. Performs other related duties as assigned.

Minimum Qualifications

  1.  High school graduate or equivalent.
  2. Two (2) years of experience in a related Residential/Commercial Construction and Rehabilitation field.
  3. Two (2) years of employment as a certified lead inspector and/or position conducting certified lead inspections, assessments, and clearances for the determination of health hazards.
  4. Shall possess and maintain a valid RIDOH Lead Inspector License.
  5. Successful completion of Computer Training Level I course within six (6) months and Computer Training Level II within nine (9) months of appointment. Also Computer training of Housing Developer Pro and National Energy Assessment Tool, and/or a willingness to learn other programs that serve to assist in creating job specs for the city’s housing programs.
  6. Working knowledge of word processing, spreadsheets, and database programs to generate reports and program tracking processes.
  7. Must possess and maintain a valid State Driver’s License.
  8. Working knowledge of lead and healthy homes hazard reduction procedures, regulations and standards, and the ability to apply such procedures for the evaluation and control of environmental exposure to hazards; must be familiar with the materials and processes used in the industry.
  9. Ability to analyze and interpret the results of field and laboratory work both verbally and in writing.
  10. Ability to establish and maintain working relationships with representatives of industry, various agencies, members of the public, and inter-department programs.
  11. Ability to prepare and present instructional material related to environmental lead hazard reduction or healthy housing procedures and guidelines.
  12. Ability to communicate effectively and courteously orally and in writing.
  13. Must be able to perform all essential functions of the job.

Training Requirements

The term “limited” means that the successful candidate will perform the job for an undetermined length of time. The position may or may not become permanent.
