Job Summary

Under general supervision of designated personnel in the Department of Inspection and Standards, performs highly responsible clerical work involving the Department’s various Divisions. This position specifically addresses Code Enforcement court cases and department registries and provides mentorship to other clerks in the department.

Duties & Responsibilities

  1. Performs all Senior Department Clerk responsibilities as needed.
  2. Performs other related duties as assigned.
  3. Prepare, compile and manage legal documentation for court proceedings, review prosecution checklists, and coordinate with the Law Department.
  4. Calculate and process waived civil fines, payments, and releases/discharges in accordance to Court filed liens
  5. Maintain databases, spreadsheets, and filing systems to ensure accurate, up-to-date records
  6. Verifies DOH lead certification and Secretary of State: business/entity look up for cross-referencing accurate relevant parties to provide Certificates of Service.
  7. Perform general office and financial tasks such as data entry, mail processing, payment receipts, and fee handling.
  8. Assists with creating Standard Operation Procedure (SOPs) of duties assigned to role for smoother departmental transitions
  9. Review and interpret articles, ordinances, and regulations to citizens, translating them into clear guidance to ensure compliance.
  10. Initiate and coordinate meetings with the Directors, Law Department, Chief of Housing Compliance, to maintain cohesion and strategic alignment within the Code Department.
  11. Identify gaps in non/existing processes and independently develop documents and systems to improve workflow, efficiency, internal controls, proposing structural or process-based solutions and compliance.
  12. Develop and implement documents and procedural systems to address gaps in workflows, enhance departmental efficiency, implement formal procedures, systems, and policies to operationalize those solutions and ensure sustainable improvements and ensure compliance with City of Providence protocols
  13. Responsible for compiling and interpreting departmental statistical data to produce monthly reports for the Director, contributing to fiscal oversight and informing the annual departmental budget process
  14. Assuming responsibility for administering the registries assigned to the department—for payment processing, identifying and resolving missing payments/documents, processes and overseeing vacant property management—duties previously assigned to a separate position—ensuring continuity, accuracy, and operational efficiency
  15. Exercise oversight of court proceedings to ensure that all Code Enforcement actions are accurately documented and fully compliant, proactively updating files and records to support departmental accountability and operational integrity

Minimum Qualifications

  1. Three consecutive years as a Senior Clerk, within the last four years.
  2. One year working directly with court cases.
  3. At least six months of experience with the Vacant and Property Management registries.
  4. Progressive mentorship experience.
  5. High school graduate or equivalent with business school courses or equivalent experience.
  6. Working knowledge of the department’s software within (1) month of appointment. Successful completion of entry level training in Microsoft: Outlook, Word, and Excel within (3) three months of appointment. Completion of intermediate training in Microsoft: Word and Excel within six (6) months of appointment.
  7. Must have data processing ability with a minimum of 42 words per minute and the ability to take dictation.
  8. Must be familiar with word processing and database management systems.
  9. Ability to understand and carry out complex oral and written instructions.
  10. Knowledge of office procedures, practices, and equipment.
  11. Ability to communicate effectively and courteously.
  12. Ability to make decisions in accordance with the rules and regulations established by superiors.
  13. Must be able to perform all essential functions of the job.
