Job Summary
This position has a dual reporting structure directly to the Director of Employee Experience & EEO Officer, with a dotted line to the Chief People Officer (CPO / CHRO). The Performance Analyst analyzes employee performance data, measures HR performance to the bottom line (fiscal health, budget, human capital management [HCM], or otherwise), conceptualizes and interprets financial/budgetary and organizational skills performance and inventory, identifies trends, and supports the development of initiatives to improve productivity and engagement. It is the responsibility of the Performance Analyst to maintain the City’s HCM and HRIS systems.

Analyst to maintain the City’s HCM and HRIS systems.
Duties & Responsibilities include but are not limited to the following:
- Works with the People & Culture management team to identify priorities and opportunities to document and improve processes through research, technology, literature, or otherwise.
- Independently manages projects aimed at documenting processes, standardizing data collection practices, and integrating functions and data sources within People & Culture.
- Prepares reports on HR outcomes and key performance indicators, working with management to identify outputs designed to measure, track, and set goals.
- Prepares and delivers training for teams on data collection and analysis practices.
- Analyzes and presents data and reports to the appropriate stakeholders, identifying errors and advising on solutions.
- Works with managers, directors, and chiefs within People & Culture to support the timely and accurate reporting of performance metrics on a consistent basis with the nexus of providing data to the Chief People Officer, horizontally and vertically throughout City leadership.
- Lead analysis and integration of new/current HRIS systems and work collaboratively with IT and other departments to ensure data accuracy, consistency and compliance.
- Serve as the primary point of contact for all APRA (Access to Public Records Act) requests within the Department of People and Culture and maintain up-to-date certification through required APRA training provided by the Rhode Island Attorney General’s Office.
- Supports the development of a continuity of operations plan, to ensure institutional knowledge is recorded and passed on before employees’ transition to new roles.
- Supports citywide management training efforts, including preparing written advisories and presentations on HR processes and policies that affect internal procedures.
- Assists in development and implementation of the City performance review process, supporting and tracking implementation, compliance, and outcomes.
- Supports the development and delivery of various confidential training courses.
- Collaborates and works with employees at varying levels in the department to standardize processes and promote best practices
- Utilizes data and technology to conduct audits, execute projects, and work to ensure the efficient operations of the Department of People and Culture.
- Performs other duties as required, or situation necessitates.
Minimum Qualifications
- Bachelor of Arts or Sciences in fields such as human resources, information systems, computer science, or business administration, and a minimum of two (2) years’ experience in a similar role, or an equivalent combination of education and experience, including demonstrated experience conducting the job functions relative to the ones listed above will be considered.
- Demonstrated ability to analyze and audit datasets, including advanced spreadsheet data analysis and database management.
- Experience digitizing processes.
- Experience with coding and programming language such as SQL or others.
- Ability to condense technical and legal information and present such material tailored to employees at all levels of the organization.
- Understanding of general HR protocols and practices, including best practices in personnel and benefit processes.
- Understanding of confidentiality, best practices, and HIPAA compliance requirements.
- Working knowledge of LEAN/Six Sigma process improvement practices preferred but not required.
- An ability to work both independently and as a contributing member of a diverse and technical team.
- An ability to build collaborative relationships in a manner which prioritizes sensitivity, tact, and professionalism.
- Presentation skills sufficient to facilitate training and informational sessions to groups of stakeholders and organizational leaders.
- Exceptional proficiency in oral and written communication.
- Organizational skills to support independent project management assisting project teams in meeting objectives within timeframes specified by the CPO.
