Job Summary

The Fiscal Advisor is responsible for fiscal operations of the Department of Housing and Human Services including, grants, budgets, and contracts. The Fiscal Advisor ensures consistency with federal, state, and/or private funder guidelines as well as those of the City’s Finance, Purchasing, and Controller’s offices. The Fiscal Advisor reports to the Director of Housing & Human Services and works collaboratively with Human Services Division Director and Director of Fiscal Operations. This is a full-time position at 35 hours/week.

Duties & Responsibilities

  1. Manage fiscal activities to meet program goals, objectives, and administrative requirements.
  2. Coordinate the award and disbursement of funds to community-based organizations and consultant sub-grantees through Requests for Proposals and contracts.
  3. Monitor fiscal and compliance reporting requirements in collaboration with funders.
  4. Prepare and submit invoices and associated documentation for grant reimbursement.
  5. Track and monitor expenditures of the office, community agencies, and other subcontractors.
  6. Manage the City’s Lawson payment system for reimbursements, requisitions, payroll and accounts payable for the office.
  7. Implement and maintain internal policies and standard operating procedures for monitoring and reporting systems; regularly identify opportunities for process improvement.
  8. Prepare concise and understandable fiscal reports.
  9. Work collaboratively with programs leads, vendors, and directors to prepare and update grant budgets and financial projections.
  10. Assist with development of budgets for funding applications.
  11. Prepares the Department’s annual budget submission and provides fiscal direction for office.
  12. Leads and participates in fiscal management meetings with program managers, directors and finance department team.
  13. Plans, organizes, leads and reviews the work of staff assigned to fiscal or purchasing operations.
  14. Orders office supplies and program materials.
  15. Perform other related duties, as assigned.

Minimum Qualifications

  1. Bachelor’s degree or Master’s degree in public administration, business, public health, or a related field.
  2. Three to five (3-5) years of progressively responsible professional experience which includes responsibility for managing financial accounts and budgets for grants. Experience operating a grant program is preferred.
  3. Knowledge of the principles and practices of financial management, budgeting, or accounting.
  4. Knowledge of federal and state grant requirements.
  5. Knowledge of principles and practices of public health; including community-level, evidence-based/informed prevention and promotion activities.
  6. Acute cross-cultural awareness, with a demonstrated ability to center equity in communications.
  7. Ability to work independently and to undertake supervisory responsibilities as needed.
  8. Ability to manage sensitive information confidentially and with discretion.
  9. High level proficiency in Microsoft Office (MS Word, Excel, PowerPoint, Outlook) with advanced understanding of Microsoft Excel.
  10. Proven team player with appropriate interpersonal skills in a variety of settings.
  11. Ability to work efficiently and independently and produce high quality deliverables under tight time frames.
  12. Experience with municipal procurement processes, a plus.
  13. Experience managing social media platforms and event coordination a plus.
