Engineering Project Manager

Salary: $89,931.00 to $98,332.00 |

The Engineering Project Manager is a skilled and experienced professional who will manage the implementation and enforcement of Section 23-35 (Utility Permits) of City Ordinance Chapter 23 (Streets, Sidewalks and Public Places), relating to planning, construction and oversight of utility projects.  Additionally, this position will manage and deliver municipal infrastructure projects and assist with Departmental permit oversight.  

This role requires an understanding of municipal infrastructure, construction practices, utility permitting, and municipal processes. This position works under the supervision of the Chief Engineer or their designee.   

This position is from 8:00 am to 4:00 pm Monday through Friday.

Job Summary

The Engineering Project Manager is a skilled and experienced professional who will manage the implementation and enforcement of Section 23-35 (Utility Permits) of City Ordinance Chapter 23 (Streets, Sidewalks and Public Places), relating to planning, construction and oversight of utility projects.  Additionally, this position will manage and deliver municipal infrastructure projects and assist with Departmental permit oversight.  

This role requires an understanding of municipal infrastructure, construction practices, utility permitting, and municipal processes. This position works under the supervision of the Chief Engineer or their designee.   

This position is from 8:00 am to 4:00 pm Monday through Friday.

Duties & Responsibilities

  1. Review plans from utilities for planned projects, including coordination with other utilities, city and state agencies. Oversee, review and enforce the provisions of Chapter 23, Section 23-35 and the associated Utility Permit Regulations. Manage the utility oversight program and act as the point of contact for utility coordination matters.  
  2. Manage and execute capital and maintenance infrastructure projects, including but not limited to, transportation, road/sidewalk projects, sewer, stormwater, flood management, bridges, dams and other municipal infrastructure.  Manage contractors and engineering consultants.  
  3. Review engineering designs, plans and specifications, ensuring compliance with regulatory and procurement standards. Coordinate with other departments and regulatory agencies as necessary. 
  4.  Manage budgets, track expenses and ensure that projects are delivered in accordance with regulations and requirements.   
  5. Monitor the quality of engineering and construction work, ensuring that it complies with the scope, plans and technical specifications. Ensure high-quality construction methods are followed. 
  6. Perform regular site visits and inspections to ensure a quality project delivery with as minimal disruption to the community as possible.  Serve as the project representative to neighbors and stakeholders.  
  7. Assist with the procurement and management of contracts and services needed for projects, including the evaluation of bids and selection of vendors 
  8. Prepare and present regular progress reports, project summaries, and performance evaluations to management, regulatory bodies, and community stakeholders. 
  9. Collaborate and communicate with other city departments, stakeholders, constituents, partners, utilities and other governmental organizations.  
  10. Performs other related duties as assigned. 

Minimum Qualifications

  1. Bachelor’s degree in Civil Engineering or Construction Management. 
  2.  Minimum of 5 years’ experience in municipal engineering, construction management, or utilities with a demonstrated background in managing public sector infrastructure projects.  
  3.  Knowledge of municipal engineering standards, public utility infrastructure, construction methods and regulations.  
  4. Excellent communication, collaboration, negotiation and leadership skills. Ability to maintain cooperative relationships with colleagues, city officials, contractors and the public. 
  5.  Ability to work under pressure and manage multiple priorities.  
  6. Proficient in Microsoft Word, Excel, PowerPoint.  
  7. Driver’s License 
  8.  Must be able to perform all essential functions of the job.

Preferred Qualifications 

  1. Certification as a registered professional engineer licensed to practice in the State of Rhode Island or engineer in training certification. 
  2.  Experience with municipal procurement and program management (PMP).  
  3. Proficient in ArcGIS 
  4.  Proficient in AutoCAD 
  5. Experience in land surveying
