The OSHA Manager is responsible for assisting in the administration and coordination of the City of Providence’s Occupational Safety and Health Administration (OSHA) programs. Under the direction of the OSHA Director, the OSHA Manager supports the management of the City’s self-insured workers’ compensation program, workplace safety initiatives, ADA accommodation compliance, and risk mitigation strategies.

This position provides managerial oversight of day-to-day claims administration, safety training, injury prevention programs, and return-to-work coordination. The OSHA Manager position plays a key role in bridging workplace safety initiatives with the Department of People & Culture’s broader goals in Learning & Development, Equity and Inclusion, Talent Management, and Employee Engagement. The OSHA Manager ensures compliance with federal and state safety regulations, Rhode Island Workers’ Compensation law, and City policies while promoting a safe, equitable, and inclusive work environment.

Job Summary

Under the direction of the OSHA Director, the OSHA Manager supports the management of the City’s self-insured workers’ compensation program, workplace safety initiatives, ADA accommodation compliance, and risk mitigation strategies.

Duties & Responsibilities

  1. Assist in planning, administering, and overseeing the City’s Occupational Safety and Health Administration (OSHA) programs, including workplace safety initiatives, workers’ compensation administration, and risk management activities.
  2. Support management of the City’s self-insured workers’ compensation program, including claim intake, documentation, medical coordination, independent medical evaluations (IMEs), indemnity payment oversight, and return-to-work planning.
  3. Analyze accident and injury trends, DART rate, claim costs, and lost-time data, and recommend corrective actions to reduce workplace injuries and associated expenses.
  4. Conduct workplace inspections, safety audits, and hazard assessments, and collaborate with departments to implement corrective actions and preventive safety measures.
  5. Develop, maintain, and enforce safety policies, procedures, and protocols to ensure compliance with OSHA standards, Rhode Island Workers’ Compensation law, and City regulations.
  6. Lead and support accident and incident investigations, including root-cause analysis, corrective action planning, and follow-up monitoring.
  7. Collaborate with the People & Culture Learning & Development team to design, deliver, and evaluate safety-related training programs, including injury prevention, ergonomics, reasonable suspicion, emergency preparedness, and workers’ compensation processes.
  8. Partner with Equity & Inclusion, Talent Management, and Employee Engagement teams to ensure safety programs, ADA processes, and return-to-work initiatives are implemented fairly, equitably, and consistently across all City departments.
  9. Coordinate and manage the ADA interactive process, including review of accommodation requests, medical documentation, job requirements, and implementation of reasonable accommodations.
  10. Maintain data tracking systems and prepare reports, dashboards, and performance metrics to support data-driven decision-making and continuous improvement.
  11. Serve as liaison with medical providers, legal counsel, third-party administrators, and external consultants to resolve workers’ compensation, safety, and compliance matters.
  12. Assist in developing and managing the OSHA program budget, including forecasting, vendor coordination, and evaluation of safety and data management systems.
  13. Provide guidance and support to OSHA administrative staff and assist in developing policies, procedures, and standard operating protocols.
  14. Work collaboratively with City departments and outside agencies to address safety concerns, improve compliance, and enhance organizational risk management efforts.

Minimum Qualifications

  1. Bachelor’s degree in occupational safety, Human Resources, Business Administration, Public Administration, Organizational Development, or a related field; or equivalent combination of education and experience.
  2. Minimum of three (3) years of progressively responsible experience in workers’ compensation, occupational safety, risk management, human resources, learning and development, or a related field.
  3. Demonstrated experience with claims management, safety program administration, or regulatory compliance.
  4. Experience facilitating training or employee development initiatives.
  5. Experience in a municipal or public sector environment preferred.
  6. Strong management, leadership, and interpersonal skills.
  7. Ability to plan, coordinate, and enforce safety rules.
  8. Ability to analyze and prioritize safety risks and exposures.
  9. Ability to develop comprehensive plans for future employee safety needs.
  10. Relevant professional designation is highly desirable.
  11. Must be capable of handling files with confidentiality and discretion.
  12. Ability to travel to various City work locations, maintain a valid driver’s license, and required levels of automobile insurance.
  13. Must be able to perform all essential functions of the job.
