Job Summary
The Human Resources Generalist reports to the Director of Employee Experience & EEO Officer, providing general HR support across various functions, including recruitment, employee and labor relations, leave administration, unemployment and policy implementation.
Duties & Responsibilities
- Uses independent judgement to ensure the goals of the Department of Employee Experience, and the Chief People Officer (CPO) are achieved by all units of the Department of People and Culture.
- Manages the City’s employee leave of absence programs and policies in accordance with Federal and State law, policy and collective bargaining agreements.
- Manages citywide attendance by reviewing HR processes, identifying problems, and initiating remedial action.
- Coordinates management team activities to ensure proper follow-up, and timely completion within established deadlines.
- Prepares forms, correspondence, and materials as needed.
- Manages and tracks unemployment insurance claims, reads all decisions to determine if additional action is necessary.
- Updates the HR web page and prepares presentations using PowerPoint or other software programs.
- Works closely with department directors, legal counsel, executive and mayoral staff, media, elected officials, union officials, and the public regarding inquiries, complaints, and requests for information.
- Supports the department by updating and disseminating City policies and protocols under the direction of the Director of Employee Experience & EEO Officer.
- Manages departmental tracking for programs including the disability retirement process, the CDL testing program, employee leaves of absence, the annual snow plow drivers and inspectors’ lists, license verification, and conducts random drivers’ license verification. Performs tracking and administration of other programs managed by the HR Department as directed.
- Works with the department and HRBP to formulate metrics to illustrate successes and areas for improvement, identify trends and enhance overall service delivery, predictability, and transparency.
- Supports employee benefit/total rewards education efforts via written communication, presentation, and troubleshooting as needed.
- Supports departmental training efforts including learning and development messaging, scheduling, and delivery as required.
- Supports targeting talent recruitment efforts as directed by Prepares recruitment materials in collaboration with the Department of Talent.
- Aides in investigations with the Employee Relations Manager when necessary and helps field and document incoming complaints from departments and employees.
- Performs other related duties as required.
Minimum Qualifications
- Bachelor’s Degree from an accredited college or university with a major in business administration, communications, human resources, organizational development, labor relations or a related field; and a minimum of three (3) years experience as an executive assistant performing diverse and complex tasks requiring a high level of skill and confidentiality; or a combination of substantially equivalent education and experience.
- Advanced knowledge of word processing, spreadsheet, email and calendar software commonly used in an office environment.
- Familiarity with concepts, practices, and procedures applied to the management of human resources including employee relations, hiring, and State and Federal employment and labor laws.
- Ability to establish priorities, perform multiple tasks, meet deadlines and work independently with minimal supervision.
