Job Summary
Under supervision of the Director, this employee serves as the Regional Coordinator and is responsible for all preparedness activities and functions for the Providence Emergency Management Agency pertaining to RCPGP efforts.
The Providence Emergency Management Agency (PEMA) seeks a highly motivated candidate to serve as a Regional Catastrophic Preparedness Grant Program (RCPGP) Regional Coordinator. This is a position funded under the Department of Homeland Security’s RCPGP to enhance catastrophic preparedness in major urban areas. The position is currently funded for a three-year term, with continuation dependent on future grant awards.
Under the direction of the RCPGP Project Director, the Regional Coordinator will assist PEMA and City of Boston Office of Emergency Management (OEM) in coordinating the City’s emergency management programs relating to RCPGP. PEMA and OEM share the Mission to enhance each City to prevent, protect against, respond to, and recover from major emergencies. The Regional Coordinator will ensure efforts undertaken by PEMA and OEM related to RCPGP are efficient, effective, and further our shared vision of all-hazards, whole community comprehensive emergency management.
The grant activities will focus on the most vulnerable neighborhoods within the region and aim to increase the overall resilience to climate change impacts and other hazards through research, data analysis, community outreach and education, extreme weather operations planning, volunteer coordination, continuity planning, and hazard mitigation efforts. PEMA and OEM follow an all-hazards approach, preparing for emergencies of different types–whether they be natural or human-caused.
Duties & Responsibilities
Core Functions:
- Coordinate activities / initiatives in support of Providence Emergency Management Agency (PEMA), and City of Boston Mayor’s Office of Emergency Management (OEM) Regional Catastrophic Preparedness Grant Program (RCPGP) goals and objectives.
- Plan, coordinate, and administer outreach and education efforts for the Providence Emergency Management Agency, and City of Boston Mayor’s Office of Emergency Management (OEM) within the City of Providence region.
- Assists with management of RCPGP projects and associated budgets.
- Updates and develops relevant capability and needs assessments.
- Manages / participates in relevant committees and working groups.
- Engages with partners including RCPGP entities and other regional partners (local, state and Federal representatives, as well as private/non-profit institutions).
- Ensures compliance with grant guidelines.
- Facilitates the successful completion of designated grant projects.
- Assist in special events planning, exercise planning, and emergency planning.
- Fulfills other PEMA duties as assigned, including on-call shifts, and staffing of the City’s Emergency Operations Center (EOC) during an emergency or major planned event;
- Performs related work as required.
Special Project Programs:
Various special projects and programs are assigned to the Emergency Management Agency. Coordination of these special projects is assigned to this employee:
- Regional Catastrophic Preparedness Grant Program (RCPGP).
Emergency Duties:
- This employee is classified as an essential emergency position. During emergencies, this position assumes duties within the EOC and other duties as assigned by the Director of Emergency Management or within the City’s Emergency Operating Plan (EOP). Duties include extended hours during emergencies and disasters within the EOC.
- Aids in coordination and administers the City’s mass care, medical emergency distribution, and commodities distribution efforts during major incidents and declared disasters.
- Serves in various management and supervisory roles in the administration, coordination and delivery of disaster response and recovery operations as assigned by the Director.
Minimum Qualifications
- Applicant must have three (3) years of professional experience in emergency management preparedness, planning, project management; climate research, sustainability, community relations, or other experience performing duties similar to those described above. Bachelor’s preferably in emergency management, public policy, planning or a related field degree may be substituted for 1 year of the required experience.
- Must be able to perform all core and emergency functions of the job. Ability to work irregular hours including nights, weekends and holidays when necessary.
- Knowledge of and experience applying emergency management principles and procedures. Working knowledge of Emergency Management programs such as CERT, HSEEP, NIMS.
- Demonstrated experience managing projects under tight deadlines.
- Ability to analyze and interpret data.
- Must possess excellent oral and written communications skills and be able to communicate effectively with senior management, supervisors, peers and assigned staff.
- Candidates must present certificates of completion of the following Emergency Management Institute courses at the time of interview: IS-100.b, IS-200.b, IS-700.a, IS-800.b, IS-120.a, IS-230.d, IS-235.c, IS-240.b, IS-241.b, IS-242.b, and IS-244.b.
- Possess understanding and demonstrate high level use of all Microsoft Office and Google Workspace products.
Preferred Qualifications
- Bachelor’s degree from an accredited college or university with a major in Emergency Management, Homeland Security, Environmental Science, Atmospheric Science, Sustainability, Public Administration/Management, or sufficient relevant coursework in Emergency Management or a related course of study that provides the necessary education and experience to perform all facets of the position.
- 5 years of professional experience in community relations, outreach, climate resilience, disaster recovery, public policy, or emergency management; or other experience performing duties similar to those described above.
- Previous experience working with Federal, state, and/or local emergency management departments or agencies.
- Experience with grant writing, public speaking, and public outreach.
- Demonstrated use of ArcGIS, Canva, and/or Adobe Creative Suite.
