Job Summary
The Associate Director of Environmental Control reports to the Deputy Director of the Department of Public Works and is responsible for administrative work in planning and coordinating personnel and activities relating to solid waste management and recycling, environmental control and enforcement, and mitigation of environmental hazards, responsible for supervision of the Environmental Division Staff.
Duties & Responsibilities
- Monitors daily operation of program by reviewing records of collection weights, diversion rate, financial records.
- Investigates methods of reducing municipal solid waste (MSW) handling costs and tipping fees by diverting materials from the waste stream.
- Sets performance benchmarks and objectives for the program; monitors and reports on program effectiveness and implements necessary modifications.
- Updates and revises applicable municipal ordinances when necessary.
- Assists in preparation of the yearly budget for the division.
- Attends meetings with employees, contractors, vendors, agencies, and residents; schedules and conducts presentations with schools, neighborhood groups, and other offices as needed; develops promotional materials.
- Monitors Environmental Division activities.
- Monitors, manages, and pursues grants for composting mixed paper, corrugated material and other resource recovery material, methods, and technologies.
- Responds to public complaints, requests, and inquiries.
- Performs other related duties as assigned.
Minimum Qualifications
- Bachelor’s degree from an accredited college or university in business, environmental science, or engineering.
- Minimum of two (2) years experience in solid waste and/or materials recovery field(s) or project management.
- Extensive experience in public works solid waste collection.
- Ability to administer environmental regulations.
- Thorough knowledge of solid waste and materials recovery as it applies to municipal public works.
- Ability to analyze work procedures and to develop new techniques.
- Ability to establish and maintain effective relationships with employees, City and State officials, and the general public.
- Excellent verbal and written communications skills.
- Must be able to perform all essential functions of the job.
