Job Summary
Under supervision of the Director, this employee serves as the Preparedness Coordinator and is responsible for all preparedness activities and functions for the Providence Emergency Management Agency.
Duties & Responsibilities
Core functions:
- Plan, coordinate, and administer outreach and education efforts for the Providence Emergency Management Agency.
- Recruit, train and retain volunteers for various disaster relief functions and activities to include tasks relative to volunteer management.
- Create, design, build, and execute the full range of emergency exercises, drills and seminars.
- Manage and administer the Providence Community Emergency Response Team (CERT) program and maintain qualifications as a CERT instructor.
- Write proposals for and administer FEMA preparedness grants and other public and private disaster preparedness grant programs.
- Write, revise, and update a portfolio of emergency and recovery plans; facilitate plan development and implementation including stakeholder engagement.
- Assist in special events planning, exercise planning, and the use of Geographic Information System (GIS) applications in routine and emergency situations.
Special Project Programs:
Various special projects and programs are assigned to the Emergency Management Agency. Coordination of these special projects is assigned to this employee:
- National Incident Management System (NIMS) training program coordinator.
- Active Threat/Shooter training and facility assessment.
- “Until Help Arrives” program coordinator.
- CPR program coordinator.
- Emergency Management Accreditation Program (EMAP).
- Logistics and warehouse management.
Emergency Duties:
- This employee is classified as an essential emergency position. During emergencies, this position assumes duties within the EOC and other duties as assigned by the Director of Emergency Management or within the City’s Emergency Operating Plan (EOP). Duties include extended hours during emergencies and disasters within the EOC.
- Coordinates and administers the City’s mass care, medical emergency distribution, and commodities distribution efforts during major incidents and declared disasters.
- Serves in various management and supervisory roles in the administration, coordination and delivery of disaster response and recovery operations as assigned by the Director.
Minimum Qualifications
- Minimum of two (2) years experience in a public safety, emergency management or public planning position.
- Must be able to perform all core and emergency functions of the job.
- Working knowledge and understanding of Federal, State, and City laws and criteria related to emergency management, homeland security, and general safety issues.
- Demonstrated experience managing projects under tight deadlines.
- Working knowledge of HSEEP (or similar) principles and the HSEEP planning process.
- Working knowledge of EMAP standards and the EMAP accreditation process.
- Working knowledge of CERT program instruction and management.
- Must possess excellent oral and written communications skills and be able to communicate effectively with senior management, supervisors, peers and assigned staff.
- Ability to work irregular hours including nights, weekends and holidays when necessary.
- Candidates must present certificates of completion of the following Emergency Management Institute courses at the time of interview: IS-100.b, IS-200.b, IS-700.a, IS-800.b, IS-120.a, IS-230.d, IS-235.c, IS-240.b, IS-241.b, IS-242.b, and IS-244.b.
- Possess understanding and demonstrate high level use of all Microsoft Office and emergency management related software and applications.
Preferred Qualifications:
- Bachelor’s degree from an accredited college or university with a major in Emergency Management, Homeland Security, Fire Science, Public Administration/Management, or Law Enforcement, or sufficient relevant course work in Emergency Management or a related course of study that provides the necessary education and experience to perform all facets of the position is preferred.
- Certification as a professional emergency manager, such as the AEM or CEM, is desirable.
