Job Summary

Identification of appropriate customers who would benefit from the Adult, Dislocated Worker and Youth programs under Title 1 of the Workforce Investment Opportunity Act (WIOA) and any other grants awarded to and administered by the Workforce Solutions of Providence and Cranston office. Provide support to customers who are using the resources of the American Job Center from their initial visit through successful employment. Maintain an active employment/case management function for WIOA registered clients as assigned.

The provisions of WIOA core services, intensive services and the referral of WIOA customer for training services. Administers and scores tests in reading/math/aptitude/attitude/assessment, etc. to assist customers in targeting career training opportunities. Responsible for the successful achievement of WIOA performance standards for their customer’s caseload. Entry and update of client activity into data management systems.

Supervision Received

The Career and Employment counselor reports directly to the Director of Operations.

Duties & Responsibilities

  1. Performs an active case management/employment counseling function.
  2. Works with customers to develop job leads, provide referrals to and obtain jobs.
  3. Help customers to make informed decisions about work and training opportunities.
  4. Assist and support customers in using the resources of the American Job Center.
  5. Assist customers to formulate goals and/or individual strategies to achieve employment or enter training.
  6. Forwards test data/results to the WIOA Director of Operations or appropriate partner staff.
  7. Provide Employment and Training counseling to customers facing barriers to employment.
  8. Provide WIOA Core and WIOA Supportive Services including resume preparation.
  9. Interview applicants to determine program suitability.
  10. Enter client activity into data management systems: customer contact information, pre­ program information and post program activity.
  11. Perform other duties and tasks as requested.

Minimum Qualifications

  1. Ability to relate to applicants’ problems during testing and assist with proper requirements or techniques and establish and maintain effective verbal communication with individuals and with small groups during evaluation period.
  2. Knowledge of full range of career, vocational, and educational tests and practices and techniques of administering and scoring such tests.
  3. Knowledge of the performance criteria used to determine WIOA performance outcomes.
  4. Through knowledge of WIOA program rules, regulations and guidelines used to perform intake, assessment and case management and the ability to implement on-going case management/employment counseling process and procedures.
  5. Through knowledge of in-house policies, procedures, and process related to counseling, case management, intake, and assessment.
  6. Associate’s degree, accredited College or University or two years’ experience in the specialty area and considerable knowledge of the processes and procedures, data systems, eligibility requirements, screening and interviewing techniques, case management techniques, and customer service requirement, used in carrying out the duties of the position.
