Job Summary
Under the supervision of up-line management, the Flushing Technician in Training performs manual and semi-skilled work in the maintenance of the water distribution system including, but not limited to, flushing, water test sampling, trenching, pavement breaking, and restoration; operates a water utility vehicle with all hydraulic and pneumatic operating appurtenances.
Shift Assignment: 7:30 am – 4:00 pm or 10:00 pm – 6:00 am
Duties & Responsibilities
- Performs manual and semi-skilled work during the installation, maintenance, repairs, and protection of a water distribution system including, but not limited to, pavement breaking, digging, trenching, back-filling, compacting, restoring pavements, and related construction work as required.
- Operate water gate valves and hydrants; including the installation and recording of hydrant-pitot and pressure gauges to perform flushing and testing of water mains.
- Operate all water gate valves to allow flushing, construction on water mains, maintenance shutdowns, and emergency repairs as directed.
- Maintains computer records of flushing, testing, and valve operation activities.
- Operates all utility vehicles and their appurtenances excluding equipment operated by Heavy Equipment Operators.
- Maintains records of equipment usage.
- Performs pre-trip and post-trip preventative maintenance checks and inspections and operator level maintenance on assigned vehicles and equipment.
- Performs inventory checks of all tools and equipment stored on vehicle.
- Cleans vehicles, as needed.
- May be asked to direct traffic during construction.
- Performs water quality test sampling.
- Performs other related duties as assigned.
- Adheres to all Providence Water safety procedures.
Minimum Qualifications
- High school graduate or equivalent.
- Educational aptitude assessment for both English Reading proficiency and Math proficiency required at an 8th Grade Level as a pre-employment/assessment qualification.
- Must possess and maintain a valid State Driver’s License and is responsible to maintain all vehicles maintenance logs.
- Must obtain and maintain a valid State Commercial Driver’s License (CDL), Class B, with airbrake endorsement within 6 months of hire/appointment.
- Must obtain Level D-1 Full Drinking Water Operator’s Certificate within 1 year of appointment/hire, and maintain certification by attending continuing education (C.E.U.) programs.
- Must possess all the necessary skills required for utility construction.
- Must be able to rotate between two (2) shifts with two-week notice.
- Must be able to pass all requirements and conditions to be fitted to wear the appropriate job required respirator.
- Must possess basic computer skills.
- Must be able to perform all essential functions of the job.
Training Requirements
Upon Appointment:
- Customer Service Training
- Sexual Harassment, Sensitivity, and Diversity Training
- Must obtain a Class B, CDL, with air-brake endorsement within six (6) months of appointment.
- Must obtain a Level I-Drinking Water Operator’s License within one (1) year of appointment. Must take the certification exam within six (6) months of appointment.
Sustainment:
- Participation in customer service training every 24 months.
- Must maintain a valid State Driver’s License and a valid State Commercial Driver’s License (CDL), Class B, with airbrake endorsement.
- Must maintain a Level D-1 Full Drinking Water Operator’s Certificate and certification by attending continuing education (C.E.U.) programs.
- Must be able to pass all requirements and conditions to be fitted to wear the appropriate job required respirator.
- Failure to obtain Class B CDL within 6 months of hire/appointment will result in termination or demotion to an entry level position is available. Failure to test for D-1 Certification within 6 months of hire/appointment will result in termination or demotion to an entry level position if available. Failure to obtain D-1 Certification within 1 year of hire/appointment will result in termination or demotion to an entry level position if available.

The term “limited” means that the successful candidate will perform the job for an undetermined length of time. The position may or may not become permanent.
