Job Summary

Under supervision of the License Administrator, performs both field and office duties related to the investigation of business licenses and complaints of license violations; and related work as required.

Duties & Responsibilities

  1. Responds to and investigates complaints of alleged license violations, evaluates the nature of the complaint, and determines the appropriate course of action.
  2. Communicates with constituents in person, on the phone and through the online portal for the purpose of gathering licensing information, providing advice and consultation to licensees, businesses, and complainants.
  3. Issues summons for violation of applicable license rules and regulations, as well as City ordinances; appears as required at Board of License hearings and Municipal Court.
  4. Conducts field inspections to locate and identify individuals and organizations conducting business in the City who are not complying with applicable licensing ordinances, directs them to obtain licenses, and follows up for compliance.
  5. Performs duties as assigned by License Administrator specific to license violations.
  6. Maintains a detailed daily log and record of daily duties and activities including verbal and written communication. Inputs activity information into software daily. Compiles proper documentation including photographs, for case documentation and inspection reports.
  7. Testifies with accuracy, clarity, and objectivity at License Board Hearings or in court, to include undergoing cross examination.

Minimum Qualifications

  1. High school diploma and a minimum of five (5) years of professional or para-professional experience that includes having been responsible for the enforcement of rules, conducting inspections and providing customer service or an equivalent demonstration of experience.
  2. Ability to operate common office hardware and software such as Microsoft Excel, Word, and Outlook calendar
  3. Ability to keep detailed logs and
  4. Ability to communicate effectively and courteously both orally and in
  5. Must be able to work non-standard hours and a flexible work
  6. Knowledge of State Statutes, City Ordinances, and rules and regulations that pertain to the Board of Licenses.
  7. Must possess a valid, state driver’s license and maintain a safe driving record necessary to operate a City
  8. Must be able to perform all essential functions of the
  9. Must have the ability and flexibility to attend the Rutgers Noise Technical Assistance Center and successfully pass the Community Noise Enforcement Exam, which may require out-of-state training and certification. Training location may be subject to change.
  10. Upon obtaining the Noise Field Certification, must be capable of conducting noise enforcement measures using a calibrated handheld sound level decibel meter and accurately recording findings.
  11. Must be able to perform field inspections involving surveillance operations, document findings in detail within nightclub establishments, and carry out additional surveillance-related duties as assigned.

Training Requirements

The term “limited” means that the successful candidate will perform the job for an undetermined length of time. The position may or may not become permanent.
