Job Summary

The ICS/SCADA Project Coordinator provides technical leadership and hands-on project management throughout project requirements, design, development, testing, deployment, and feedback phases while ensuring accurate, timely, and successful project completion. The ICS/SCADA Project Coordinator must have experience with water utility control systems including, but not limited to, Industrial Controls Systems, SCADA Control Systems, Control System Networks, Computer and Network Hardware, and Software and Configurations. This position reports to the Director of Information Technology.

Duties & Responsibilities

1. Provide technical leadership and direct support in project execution and delivery and ensure that all work complies with agreed-upon specifications, best practices, and standards.

2. Manages and participates in designing, implementing, updating, and troubleshooting control logic for programmable logic controllers (PLCs) and Human Machine Interface (HMI) components.

3. Engage with stakeholders to define and manage project scope and staffing. This includes employees, contractors, and software and hardware vendors. Ensure that deliverables are completed and accepted.

4. Act as project manager for approved projects and system updates.

5. Communicate with stakeholders to receive, understand, and share business and technical requirements.

6. Perform continuous quality control during the project life cycle, maintaining the standards expected.

7. Maintain current knowledge of OT cybersecurity frameworks and standards such as NIST and CIS.

8. Collaborate with the Cybersecurity and Information Technology teams to maintain the security of the PLC and HMI environment as needed.

9. Develop and execute a long-term plan for ICS/SCADA and instrumentation systems while adhering to existing change control practices.

10. Assist with prompt ICS/SCADA problem analysis and resolution by coordinating with employees and contractors.

11. Perform daily system duties, including loading data and generating reports, ensuring system applications are processed in a timely manner, and solving daily production system problems as they occur.

12. Assist with creating and reviewing Request for Proposals (RFPs), responses to Request for Information (RFI), and Bid Review matrices to determine successful bidders.

13. Manage upgrades and yearly maintenance contracts.

14. Works with the Finance Department to ensure sufficient budgeting, proper reporting, and project invoicing.

15. Identify potential risks and develop strategies to mitigate them, ensuring the project stays on track and within budget.

16. Acts as a liaison between PWSB end-users, consultants, and other organizations in system analysis, design, configuration, testing, and maintenance to ensure optimal performance.

17. Stays current with relevant technologies, offerings, and support practices by publication, mailing list, and online community.

18. Performs other related duties as assigned.

Minimum Qualifications

1. Currently hold a Bachelor’s degree in Computer Science, Information Technology, or related field. Real-life work experience will be considered as a substitution for education requirements.

2. The ideal candidate will have a minimum of three (3) years of professional experience in ICS/SCADA project management and the use of associated tools.

3. Ability to plan, lead, organize, oversee, and coordinate team efforts to completion required.

4. Minimum of three (3) years of professional experience in the design and operation of ICS/SCADA, historians, RTUs, and PLCs preferred.

5. Experience with Information Technology (IT) and Operation Technology (OT) and respective networks preferred.

6. Must possess strong analytical and problem-solving skills. Attention to detail is required.

7. Must be able to multi-task, quickly adjust to a dynamic and fast-paced environment, exercise good judgment, and make sound decisions.

8. Excellent oral and written communication skills required. Must be able to communicate complicated concepts to non-technical audiences effectively.

9. Excellent collaborative skills required. Must be able to work with stakeholders across various business units.

10. Proven ability to operate and effectively communicate while under pressure. Must be able to manage a diverse workload and work under time constraints with minimal supervision.

11. Proven ability to learn new skills to stay current with changing technologies and industry trends. Proactively share knowledge with others.

12. Must be able to perform all essential functions of the job.

13. Must possess and maintain a valid State driver’s license. Responsible for maintaining all vehicle maintenance logs.

14. May be required to work nights and/or weekends when necessary.
