Job Summary

The Deputy Director of Communications is responsible for assisting the Director with the complete operations of the Department of Communications. The Deputy Director shall report directly to the Director of Communications. The Deputy Director shall assist in the jurisdiction overall design, procurement, installation and operation of the municipal radio, telephone, digital and other associated equipment. They shall assist in providing leadership to develop a proficient plan of operation for the Department of Communications and provide the City of Providence with the most cost-effective technology in the field of telecommunications. A successful candidate will demonstrate excellent problem-solving, critical-thinking, management and strategic planning skills. Knowledge of the Providence community, excellent interpersonal and communication skills and a willingness to develop new skills on the job.

 

Duties & Responsibilities

  1. Serves as alternate/designee on the Mayor’s Emergency Advisory Board (EAB) to discuss action plans for City emergencies.
  1. Meets with the Director, Senior Crew Chief, Captain of Fire Alarm and the Radio Engineer and other city stakeholders and employees to discuss and solve problems within the Department.
  1. Assists with the development, implementation, and enforcement of Department rules, regulations, policies, and procedures. This should include annual reviews of policies and procedures and updates as needed to be submitted to the Chiefs of Fire and Police and the Commissioner.
  1. Oversees all employee personnel investigations, complaints and records in accordance with the current collective bargaining agreement and the City of Providence employee manual.
  1. Acts as a liaison with other City departments, State, and local municipalities and provides them with technical advice and specifications for the procurement of new technology or best practices in the field.
  1. Assists in the efficient and effective operation of all divisions within the Department of Communications.
  1. Serves as alternate/ designee and meets with the Division of Staff Services of the Rhode Island State Police to discuss the enforcement of rules and regulations for the United States justice system, National Crime Information Center (NCIC).
  1. Discharges their duties and all additional responsibilities which may from time to time be assigned to the Department of Communications in accordance with the Providence Home Rule Charter.
  1. Performs other duties as required.

 

Minimum Qualifications

  1. Bachelor’s degree from a college/ university or a minimum of ten (l 0) years supervisory experience in administration or the equivalent in training and supervisory experience.
  1. Five years of professional experience in the telecommunications or radio communications sector.
  1. Knowledge and understanding of telecommunications and/or radio communications technology is preferred.
  1. Familiarity with the City of Providence including the neighborhoods and community.
  1. Evidence of exceptional problem-solving, critical-thinking, and strategic planning skills.
  1. Ability to successfully manage multiple projects and teams concurrently.
  1. Demonstrated ability to be self-directed and take initiative.
  1. Ability to learn quickly and be effective in a fast-paced, dynamic, often under stressful circumstances and while making sound managerial decisions.
  1. Acute cross-cultural awareness, with a demonstrated ability to center equity in communications.
  1. Ability to identify and track key issues of concern to the City of Providence and develop initiatives to address these concerns.
  1. Must be able to perform all essential functions of the job.
