Job Summary
Under the supervision of the Alternate Building Official, or the Building Official or Deputy Director or the Director of, the Department of Inspection and Standards, responsible for the processing of building permits, licenses, and notices of violations; reviewing plans, inspection of building construction and alterations for compliance with the Rhode Island State Building Codes and Providence Zoning Ordinance; field inspections of properties in violation of the Building Codes and Zoning Ordinance.
Duties & Responsibilities
- Maintains accurate permanent records of calculations on all important structures.
- Maintains overtime rotation list, contact phone numbers, and contacts inspectors to assign overtime duties with respect to emergency inspections.
- Provides information to architects, engineers, contractors, and members of the general public with respect to the requirements of the Rhode Island State Building Code, Providence Zoning Ordinance, and other related City ordinances and State laws.
- Responsible for performing plan review of residential buildings and commercial buildings which requires a thorough knowledge of Rhode Island State Building Code and Providence Zoning Ordinance but does not require expertise in the field of structural engineering. Review shall include includes projects with a construction cost of two million and under and does not include buildings that are classified as H, I-2, I-3, and High-rise buildings.
- Performs inspections and files reports of work being performed under legal building permits issued by the Division in order to ensure compliance with Rhode Island State Building Codes. Inspections include but are not limited to, checking fire-rated assemblies, fireproofing of structural members, means of egress requirements, light and ventilation requirements, and the presence of any structural or fire hazards.
- Performs inspections for licenses, school inspections, and inspections of fire-damaged buildings to determine the extent of destruction, threat to the general public and firefighters, and the need for boarding or demolishing the building.
- Responsible for maintaining records of inspections made, permits issued, and violations cited utilizing data collection software.
- Responsible for the operation of the complaint process from the initial complaint through correction of the violation or referral to the Prosecution Division.
- Responsible for the processing of license approvals and school inspections.
- Acts as a witness to the existence of violations of the Providence Zoning Ordinance and the Rhode Island State Building Code in any legal proceedings taken by the Department in the Municipal or State Courts.
- Responsible for training new Building Inspectors and Assistant Supervisor of Structure and Zoning employees.
- Performs other related duties as assigned.
Minimum Qualifications
- Minimum of five years of experience in designing or reviewing plans and specifications of buildings and other structures.
- Must be a RI registered architect or engineer and obtain certification as a Rhode Island building inspector or must be certified by the State of Rhode Island as a local building inspector; certification requires at least three (3) years’ experience in commercial and residential construction and the knowledge of generally accepted building practices. State Certification also requires the completion of a course given by the State Building Commissioner, and ICC Certification as a Residential and Commercial Building Inspector.
- Working knowledge of databases, and software typically used in the management of projects and office operations, such as Microsoft: Outlook, Word, and Excel.
- Must be certified by the State of Rhode Island as a local building inspector; certification requires at least three (3) years of experience in construction, the knowledge of generally accepted building practices, the ability to read building construction plans and specifications and to recognize deviations from such plans in the field, and the ability to write concise narrative reports for correction of violations observed on the job, etc. State Certification also requires the completion of a course given by the State Building Commissioner.
- Must have a thorough knowledge of the Rhode Island State Building Code, Providence Zoning Ordinance, and other laws and ordinances that are enforced by the Division of Structures and Zoning.
- Must possess excellent oral communication and writing skills.
- Must possess and maintain a valid driver’s license.
- Must be able to perform all essential functions of the job.
Training Requirements
Upon Appointment:
- Successful completion of Intermediate Outlook, Word, and Excel Computer Training course within six (6) months of appointment.
- Ability to gain a working knowledge of departmental technology and database systems through on-the-job usage and training within six (6) months of appointment.

- Sexual Harassment, Sensitivity, and Diversity Training
Sustainment:
- Periodic training to maintain proficiency in department technology and database systems.
- Participation in customer service training every twenty-four (24) months.
The term “limited” means that the successful candidate will perform the job for an undetermined length of time. The position may or may not become permanent.
