Job Summary

Provides project management and technical implementation of solutions to support the Providence Public Safety Departments’ applications, and public safety network. The position reports to the Chief Information Officer, and works closely with Police, Fire, Telecommunications and Emergency Management Departments.

Duties & Responsibilities

  1. Researches new releases of hardware and software to provide public safety officials with the information necessary for critical, long range planning.
  1. Leads and manages information technology projects throughout their lifecycle in the areas of communication, scheduling, budget, resources, scope, risk, and issues.
  1. Manages and maintains technology that supports public safety systems such as body cameras, staffing and payroll, communications, incident reporting and related functions.
  1. Works effectively with cross functional staff, including IT, other Project Managers, multiple levels of leadership, business partners, and vendors as necessary.
  1. Develops and revises complex RFPs, project plans and budgets, work with stakeholders and team members to understand problems, focus on bringing issues to resolution, and escalate as necessary to meet timelines.
  1. Documents scope of work, cost and time estimates, deliverables, implementation plans, project milestones, progress and related reports.
  1. Assembles project teams, assigns individual responsibilities, identifies appropriate resource needs, and develops a schedule to ensure timely completion of interim and final deadlines.
  1. Prepares, organizes and conducts user training for administrators, managers and line staff.
  1. Installs and tests hardware and software upgrades.
  1. Supervises assigned staff.
  1. Provides assistance with other City hardware and software systems and provides desktop support, installation and training, as needed.

Minimum Qualifications

  1. Associate’s degree from accredited college or university with a specialization in computer science, information technology or a closely related field; and eight (8) years of experience performing the kinds and level of  duties described above in an environment of similar size and complexity; or a combination of substantially equivalent education and experience.
  1. Knowledge of a range of computer operating systems/applications including mainstream ERP systems, security protocols, Public Safety data systems, and other tools and applications as determined by the CIO.
  1. Aptitude and motivation for learning new technical skills needed to remain current on all Public Safety information systems.
  1. Ability to communicate technical information to non-technical personnel.
  1. Excellent verbal and written communication skills.
  1. Knowledge of desktop computer support and common Microsoft Office applications.
  1. Knowledge of Microsoft Windows and Office installation, Active Directory account management, and general office software support.
  1. Demonstrated ability to lift, install, operate, troubleshoot and maintain standard office equipment, such as a personal computer, telephone, copy machine, fax machine and network printer, as well as smartphone platforms.
  1. Ability to provide technical assistance and training to end users. Ability to learn and support new systems and applications.
  1. Must possess and maintain a valid driver’s license.
  1. Must submit to a federal and state criminal background check as required to work with Public Safety criminal justice systems.
  1. Must be available to work nights and weekends for scheduled and emergency system maintenance.
  1. Must be able to perform all essential functions of the job.
