Job Summary

The Fiscal Associate plays a pivotal role in supporting the Director of PVD Recovery Compliance in overseeing the financial management of all funds related to the federal COVID-19 recovery award. Reporting to the Director of PVD Recovery Compliance, this position closely collaborates with various departments and personnel to ensure the effective fiscal management of recovery funds. The Fiscal Associate will assist in purchase order and payment submission, budget tracking, compliance, reporting, and documentation management, contributing to the department’s successful implementation of recovery programs.

Duties & Responsibilities

  • Assist in the preparation of quarterly monitoring reports in collaboration with the Director of PVD Recovery Compliance for submission to the Department of Treasury.
  • Collaborate with the Director of PVD Recovery Compliance in managing the compliance to maintain accurate and compliant documentation from ARPA awardees.
  • Provide support as needed in responding to inquiries and facilitating requests from internal and external auditing agencies.
  • Assist in conducting initial compliance reviews of proposed department projects and maintaining accurate records.
  • Contribute to the development and communication of internal policies for City departments to maintain compliance, making revisions as necessary.
  • Support the Director of PVD Recovery Compliance in collaborating with the Communications department to address press inquiries related to ARPA funds.
  • Assist in preparing and delivering concise fiscal status reports to key stakeholders, including the Chief of Policy and Resiliency, the Finance Department, and program/project leads.
  • Conduct the submission of necessary documentation to the Purchasing and Accounts Payable department to advertise funding opportunities, awards to selected vendors and process payments to vendors.
  • Assist with monitoring and documenting all purchases related to recovery funding and preparing journal entries when required.
  • Monitor and reconciling staff time and benefits charged to recovery funding when applicable.
  • Develop and update multi-level project budgets and provide regular reports to stakeholders
  • Perform other related duties as assigned.

 

Minimum Qualifications

  • Bachelor of Arts or Science from an accredited college or university with a specialization in accounting, finance, or a related field.
  • Minimum of two (2) years of experience in professional accounting, finance, budgeting, or fiscal management.
  • Ability to establish and maintain effective working relationships with colleagues, vendors, and other City departments.
  • Acute cross-cultural awareness, with a demonstrated ability to center equity in policy-making and analysis.
  • Proficiency in software commonly used for budgeting, accounting, word processing, and office calendar management.
  • Strong written communication skills for preparing financial and operational documents.
  • Effective oral and written communication skills.
  • Ability to analyze fiscal data and contribute to fiscal record-keeping systems.
