Job Summary

The Deputy Chief Engineer reports to the Chief Engineer and is responsible for assisting in directing and supervising all components of the Engineering Division including the Fox Point Hurricane Barrier Berms; performs complex analytical work in providing office and engineering support for traffic, sewer, storm drainage, roads, sidewalks, other City projects and programs and to other city departments; provides technical direction and support to division personnel.

Duties & Responsibilities

  1. Assists the Chief Engineer in exercising general supervision over clerical and administrative staff and professional personnel assigned to the Engineering Division.
  2. Assists the Chief Engineer in directing and supervising of all components of the Engineering Division including the Fox Point Hurricane Barrier Berms.
  1. Performs complex analytical work in providing office and engineering support for traffic, sewer, storm drainage, roads, sidewalks, and other City projects and programs ensuring technical competence and compliance with all applicable codes, regulations, and standards.
  1. Prepares bid specifications, documents, and drawings; reviews bids for cost-benefit analysis and specification compliance.
  1. Coordinates and directs projects, making detailed plans to accomplish goals and directing the integration of technical activities.
  1. Analyzes technology, resource needs, and market demand to plan and assess the feasibility of projects; develops applicable statistical analysis and reports from data.
  1. Confers with other departmental personnel to determine scope of work assigned.
  1. Assists the Chief Engineer to develop and implement policies, standards, and procedures for the engineering and technical work performed in the Engineering Division.
  1. Manages engineering projects performed by the staff in the Engineering Division during both the design and construction stage of the project. This includes management of project funds and conformance to engineering and construction standards.
  1. Coordinates with utility companies, the Rhode Island Department of Transportation and other public and private entities on projects impacting the public right of way both during the design/permitting stage and during construction.
  1. Manages Engineering Division staff in the oversight of projects and maintenance work effecting public roads. This includes permitting, construction inspection and road/sidewalk restoration inspection including during the road/sidewalk restoration warranty period.
  1. Manages the Engineering Division staff in the storage and retrieval of engineering plans and documents.
  1. Manages the Traffic Calming Advisory Group which is comprised of representatives of multiple city departments that review traffic calming requests.
  1. Assigns work to other staff in the Engineering Division.
  1. May Assist the Highway Superintendent in the management of snow removal operations as required.
  1. Performs other related duties as assigned.

Minimum Qualifications

  1. Bachelor of Science Degree from an accredited College or University with a major course of study in an engineering curriculum approved by the Accreditation Board for Engineering and Technology.
  1. Certification as a registered professional engineer licensed to practice in the State of Rhode Island.
  1. Minimum of ten (10) years experience in a highly responsible capacity reflecting administrative and managerial ability and professional experience administering large-scale engineering projects.
  1. Thorough and comprehensive knowledge of the principles and practices of the engineering sciences.
  1. Extensive knowledge of the materials, methods, and techniques employed in large scale engineering projects.
  1. Demonstrated ability in administering and managing large professional engineering operations in connection with design, construction, operation and maintenance work comparable to public works activities.
  1. Demonstrated ability to maintain cooperative relationships with subordinates, department heads, other officials, and the general public.
  1. Must be a collaborative, results oriented professional with solid analytical and excellent communications skills.
  1. Must be able to perform all essential functions of the job.
